If an unauthenticated user visits [root]/[incidentshorthand](See #14, comment 12 for "Incident Shorthand"), then the map for that incident should be displayed.
If an unauthenticated user visits [root]/[incidentshorthand]/login should automatically select the correct Incident to speed up the login process (See #101, steps 1 and 2)
If an unauthenticated user visits [root] should display the map for the most recent Incident, and include options to:
If an authenticated user visits [root], then they should be forwarded to [root]/[incidentshorthand]. By default, they are forwarded to most recent Incident for which the organization is authorized.
The map should have a drop-down so that a user can toggle between incidents for which the organization is authenticated. Typically, this would be two: The current incident, and the universal "Test" Incident (See #21, Comment 12)
