Incident Admin Panel Settings and Options

With multiple incidents, we'll need to rely upon trusted local incident admins to maintain the system, approve new participating organizations, etc. Here are the things that an Incident Admin would need to do:

• Edit an Incident. See #14
• Edit/Approve an Organization. See #21
• Create/Edit/Compile one Incident's Assessment Form from a list of questions/data points.
• Send alerts to all Incident points of contact, OR download a .csv of all participating organizations' Points of Contact, for one Incident.
• Send Tweets from official Twitter account (Optional)
• Make updates to official Facebook account (Optional).
• See incident statistics (e.g. work order statistics per organization or county or work order status, numbers of SUVs, etc.).
