The system should send automatic periodic reminders to organization points of contact for claimed work orders that have not been updated/modified in X days.
The reminders might say something like, "you haven't updated work order A4230 in 23 days. If the work order is done, do X. If you don't have the capacity, please unclaim the work order by doing Y.
The Global and Incident Admins may set the reminder period, and the HTML content of the reminder emails: See #165, comment 2, and #166, comment 3.
Reminder emails templates are connected to each Incident, and are not
