Design: View Phases

Disaster relief happens in phases. For example: Rescue/Response, Cleanup, Recovery, Long-term Recovery, etc. Crisis Cleanup helps with the "Cleanup" sub-phase, but has a natural relationship with the "Preliminary Damage Assessment" (PDA) sub-phase prior to cleanup, and the "Rebuilding" sub-phase after cleanup. During PDA, a lot of data pours in about the location of damage due to the disaster from various sources. While useful for situational awareness, the information is not directly actionable.

PDA Phase

• Zero organizations work on any cases. This is simply situational awareness information.
• Minimum Data Set: Location, Type of damage, severity (small)
• Actionable when: Appears on the map. Triggers an assessment.
• Closed when: Assessment occurs.

Cleanup Phase

• One organization typically works on a single case. E.g. One organization will tarp the roof and chop up the downed tree.
• Minimum Data Set: Damage information plus needs and priority information (medium)
• Actionable when: Assessment occurs.
• Closed when: Cleanup work is completed.

Rebuild Phase

• More than one organization typically works on a single case. E.g. one organization does HVAC, another does drywall, roofing, plumbing, etc.
• Minimum Data Set: Detailed assessment (large)
• Actionable when: Cleanup work is completed.
• Closed when: Rebuilding is done.

We would like to develop a way for organizations to view and interact with the data in multiple phases. This is a challenging design and UX issue will need some additional brainstorming.
