To Reproduce
Steps to reproduce the behavior:
Go to /locations/new
Select something like Furthest Damage Extent or Primary Response Area
Select an incident or organization with a known entry for those location types.
Error: The system does not link to edit the existing location
Expected behavior
The system should recognize that a location with those attributes exists, and link to it.
