feat(dashboard): introduce new dashboards and refine existing components

• Added new DashboardSelector component to facilitate dashboard selection.
• Modified VolunteerChart to display velocity and monthly change with fixed decimal points.
• Updated DownloadAppFooter and DownloadAppBanner to use the correct app link.
• Introduced new dashboard icons and updated the constants file to include them.
• Refined DashboardPage to include InviteUsers and RedeployRequest components in the header.
• Enhanced UserProfileCard to conditionally display user information.
• Updated PhoneVolunteerDashboard to fetch recent phone users.
• Fixed localization issue in TrainingBanner component.
• Adjusted RedeployRequest component to have a medium size for better UI consistency.
• Applied new Tailwind color 'crisiscleanup-dashboard-blue' for dashboard elements.
• Updated routing to direct users to DashboardSelector for dashboard selection.
