The only official names are A Coruña and Ourense, the other are non official names imposed by Spanish nationalism and best be avoided.

Why is this closed? AFAIK the flags are not part of the Unicode standard yet

UTS51 now supports emoji flags for administrative regions on the sub-national level. Unicode Emoji 5.0 only documents the English, Scottish and Welsh flags as recommended to implement. Vendors are likely to support more, starting in mid-2017. Anyhow, a formal proposal to add these flags might speed up the process and make it more official.
