People currently are using several visual emoji metaphors to represent female breasts, basically anything that resembles a round shape, especially food and balls. They are probably more likely to choose an emoji that is already used as a metaphor in their native langue, e.g. melon in English.
Sadly, I don't have publicly attested examples for most of these, just private anecdotal evidence. Pornhub's Emoji 4 Porn service, however, uses a melon ๐ for the big tits category and cherries ๐ for small tits.

They surely are popular and that's of course not a new, but a long-lasting thing: Unicode Egyptian hieroglyphs include a small U+13091 𓂑 D27 and a large breast U+13092 𓂒 D27a as pictographic determinatives for 'breast' mndj and ideographic determinatives for 'suck' snq or 'tutor' mnaj. As with the phallus hieroglyphs, U+130B8-A (D52, D53) #243, some (American) font vendors shamefully do not include glyphs for those.
Therefore, it would probably be best to propose a gender-agnostic Breast(s) emoji and then use it in ZWJ sequences with ♀️ for female mammaries and ♂️ for a (hairy) male chest. Unicode 10 will include a Breast-feeding emoji ๐คฑ U+1F931.
