I also use Mint 19.1 with Cinnamon and this is becoming a little bit of a pain. Sometimes you expect to have something available because you previously copied and it turns out it's not there. Then you discover that clipit is in offline mode since hours.
I've just tried to remove write permissions to .config/clipit
so it may can't change to offline mode, but I'm not sure if this will work.

Bumping this because it happens to me too. in Linux Mint 19.1 Cinnamon, ClipIt sometimes randomly switches to offline mode that cannot be disabled from the tray menu but instead a greyed-out "Offline mode is ON" appears - this normally doesn't appear if you switch on offline mode manually. The only way to get ClipIt working again is to quit it and launch again.
