Problematic Health scaling. #86

Is your feature request related to a problem? Please describe. I've experienced enemies that are too strong for the guards, neutral or ally npcs to handle. In mixwater mill, five monsters that looked like bears and trolls had a baby and killed stormcloak patrol together with all non-essential npcs in that area.

Valtheim Towers also had a boss bandit of level 20. I killed it only after a bunch of "try to get up" deaths. This is not really a problem as I enjoy the idea of you won't come out on top of every dungeon. Have to be creative or disengage and leave with what spoils you gained.

In conclusion: Bandit bosses are on the edge having too much health or I was just not able to do enough damage, as it was two shotting me, I have fairly decent full heavy armor with perks. Some wild animals are too crazy. Completely destroying a settlement, although I cannot remember what they were called, just that they looked like combination of trolls and bears. Reason for their strength was their health, they one shot me as I was level 4 and they had around levels of 20-25. I did manage to avoid some of their attacks but their health pools would simply not move.

Describe the solution you'd like I am convinced that health scaling is the problem. Enemies lower health but big damage can be fun to play with. I wish that the bandits would feel my blade actually hurting them. I recieve all kinds of conditions and diseases and yet bandits seem to be much healthier even after they have been sliced 20 times...

Is there already a mod that could solve this? Not that I'm aware of. The only one I have in mind is Wildcat but it would be about changing overall damage player can do, and that's not what I want as enemies of lower level will become useless even if their attack damage is boosted, then bosses and mages will become a hell to deal with.
