Describe the bug
this is my first time posting to github bug reporting, so please forgive me if its not in the right format with posting pictures and such.
Whiterun guardtower (the first one you encounter the vanilla dragon in) randomly decided not to spawn its parts, randomly an NPC would constantly re-spawn, fall and then repeat. getting close to the tower didn't fix it, and upon just looking into the tower, the npc just repeats falling and that's it.

Steps to reproduce the behavior:
Go to whiterun
visit the tower
???
Expected behavior
im guessing something is suppose to be there.

I didn't change anything on the modpack, this was a fresh install (first install ever of the modpack)
