Error in tokenizing control rules when simulation is finished #26

In the dev-paper branch, we are having an error reported at the end of the simulation. Although the error apparently does not affect the simulation, and control rules seemed to be parsed properly. The error has been reporting since we updated the grammars to support pump speed control rules.
