Changes to 'Utils/PlotTimeIntervals.py':

Fix horizontal axis tick labels formatting bug with older matplotlib versions.
Fix wrong FPS Standard Deviation calculation.
Set max vertical scale value to 60s.
Fix horizontal grid line anomalies.
Increase the number of decimals shown for FPS in the legend.
