When creating a relationship on a front end form there is no way to filter by the user who created the related post. For example: On a real estate property site that has properties and real estate agents, if you had two users who created 2 properties and 2 real estate agents each, they would be able to select from all 4 properties or all 4 real estate agents in the relationship field on the front end form. It would be more ideal to be able to filter the related posts by the user who created the posts. After the "fill options from" and "post type" maybe you can also add another field to filter by the author/user who created the posts.

A relationship can be created from the wordpress backend, but it can not be done from a jet engine form.
I think that it might be possible to create a front end form with this plugin but it would actually just be displaying the backend on the frontend which isn't exactly ideal:
