This PR rewrites the admin ui, swaps out most of the material ui components and introduces many ux tweaks.

Main goals:

Keep the ui tidy
Give Cromwell a unique look
Theme Editor should be close to a familiar designer interface
Add Info panels for users to learn the admin interface without reading the documentation first
