Idea: Create a way to specify actions (budget, staking, trade), that can be configured in a generic way for easy management & flexibility.

Could potentially have a list of "approved" actions, so the treasury can lock to only what it needs.

NOTE: implemented all the above ideas, need to further investigate final PoC
