Updates for Android #22

Hi!

We're having some troubles with your plugin after running updates on our solution - we've bumped up our Android support package dependencies to 28.0.0.3 and up'd our GooglePlayServices to the latest to. We've also bumped up our Target Framework version to API level 29 (Q).

With the latest 1.0.1 release of your plugin we've been getting a "method not found exception" - however after downloading your project and recompiling the Android DLL with the updates of this PR in place it all works smoothly again.

It would be much appreciated if you could approve this PR and produce a new release 🎉
