Add support for new archive locations in our metadata

We've had a few requests to add new archiving organizations to the current list of archive orgs we collect. Archives are defined in an enumerated list in our input metadata, and is output in the JSON and UNIXSD XML.

Archive locations are defined as a static list in the schema. Members supply us these locations as XML. Most archive are long enough to cause problems in XML (the name value would need to be an exact match for what we have in the schema), so we want to support abbreviations in the input XML, and a longer form in the output, for example:

• ADS (Archaeology Data Service
• LOC (Library of Congress)
• SP (Scholars Portal)

• For members and metadata users
• Who want to share and retrieve metadata about where something is archived.
• The archive metadata
• Is an enumerated list of archive locations
• That needs to be kept current and make sense to metadata users
• Unlike the current archive value management which is incomplete and passed on as-is to the JSON
• This solution will make our archive location metadata more useful
