The .vsix file is a Visual Studio plug-in, not a vscode plug-in, which is why it isn't working.
Unfortunately .netmf isn't compatible with vscode - you'll need a full version of Visual Studio to use it (Community Edition is fine).
After you install Visual Studio, we recommend running our installer to get all of the HERO C# libraries and dependencies as well as Phoenix Lifeboat and all necessary firmware files. This will also install the Visual Studio plug-in.
