This PR adds webpack builds to the north-carolina/campaign-finance package. It will eventually be refactored to a package of its own, but want to unblock the cloud functions deployments to GCP for now. This solves the issue with GCP cloud functions deployments not being able to traverse yarn berry workspaces.
