add `custom-api-package` #4

Adds the custom-api-package deployment guide

reorganizes the repo structure to prepare for name change.

@carlosmmatos you don't have to review all the changes. The idea is to change the repo name to aws-distributor to more align with what the repo is targeting. So i removed the distributor folder to remove nesting. What are your thoughts on that?
