trial changesets for releasing instead of semantic release

this allows us to bundle changes together and provide actually meaningful changelogs (Changelogs are for humans, not machines)

How it works

• every PR that is notable to the consumer of ember-headless-table makes a changeset entry
• automation bundles all these changes to preview what the release would look like
• when we're ready, we merge that PR^, and automated release occurs
  • this allows us to tweak things, catch bugs, do QA, etc

  The Progress of this Work:

  • add changeset bot to the repo (pnpm changeset init)
  • push changeset entry to this PR (pnpm changeset)
  • merge this PR

  • rebase https://github.com/CrowdStrike/ember-headless-table/pull/61
  • when pushed, we have
  • because this is a bugfix, I need to write about the fix in a changeset entry (pnpm changeset)
    • this has an interactive TUI that it guides us through
  • made some config tweaks to the changeset config here: https://github.com/CrowdStrike/ember-headless-table/pull/65
    • the bot made me aware there isn't a changeset entry, but that's ok, because this is an internal only change

Notes:

• can always preview what changeset is going to do via pnpm changeset status
• the only command most folks need to know is pnpm changeset
• choosing major/minor/patch has minimal UX, so pressing enter "skips" the prompt
• changesets can be changed, nothing is permanent - mistakes are free
