Correct localization keys in Teach template #124

The localization keys in /client/templates7teach/teach.html do not follow the convention of other localization keys. Specifically, the current keys that are in the form of 'space separated key' need to be changed to 'templateName-pageElement-uniqueText'.

Change:

"add new course form published label"
"add new course form keywords placeholder"
"add new course form unpublished option"
"add new course form published option"
"add new course form author placeholder"
"add new course form author label"
... etc
