Currently when you try to build pgbackrest-repo base on UBI8 it will try to use the PACKAGER argument which is not being passed in from the Makefile.
What is the new behavior (if this is a feature change)?
The PACKAGER argument is now passed in to the pgbackrest-repo build target.
