Continue high temp until we see a turn if over 200 #5

Do not back off a high temp if BG has not ticked downwards, even if it means predicted below range in the future. Only apply if over 200 or a range set in settings.

This is a great idea.

I was even thinking of a more powerful version since I started using Loop yesterday. If the current BG is too high, raise the temporary basal as high as possible, even if some predicted future BG becomes too low—even arbitrarily too low—as long as computation shows we can eliminate that problem later by lowering the temporary basal later, so that the future BG makes a soft landing in range.

This has the potential to increase the TIR, perhaps significantly.

The bad news is that if the HW or SW fails between now and then (e.g., if any of the batteries dies), the uncontrolled future BG could go arbitrarily low, which could be arbitrarily bad….

Thoughts?
