Even though Staking, Distr, and CCV are hooked up using the Consumer Democracy, the register for new governators does not work. Need to fix this / test on the consumer, as currently ICT only test on the provider side

Probably just a wiring issue somewhere. Compare diff to consumer democracy

By the way, it seems that there are some issues with your binary. We tried to create a governor for the democracy module and it didn’t work. it seems that the message is not supported. - Marius

actually not an issue on our end, was an issue with MsgCreateValidator. security feature
