CI: Supply Configuration for Pyre Linter #217

Supply the ocnfiguration for the linter, as used when run against PRs.

Supply the configuration as a config file, and allow running the linter via a make command.

We'll skip this for now. As the project is slimmed down significantly, a static type checker is not that necessary any more (is a nice to have though, at some point).
