What Minecraft version are you playing on and which mod loader are you using (Fabric or Forge)?
Also it would help if you could set your language to english for the time being so that I can understand better what's written on the screen.

Does the mod not work when you try it out?
Did the config file correctly generate?
Did you install Forge Config API Port alongside? If not, please install that too since it's a required dependency (see Dependencies section).

I'm not sure if this is it, but it was in the configuration folder

I replicated a modpack with the mods you showed me and for me it works fine.
Try uninstalling HWE, run Minecraft, enter your world, close it, exit Minecraft and install HWE again.
Also, are you playing in a single player world or on a server?

This mod is required server side, so it can't work if it's not installed on the server.
