BetterChat: shout by default not working on server #6

Updated to latest V+, BepInEx and mod today (10/2/21). Shout by default is true in configs on both client and server. Does not seem to work. Typing /s makes shout like normal.

Fixed default shout in version 1.4.2. If default shout is enabled, you can now use /say to not shout (/s will always shout).
