Use an IOS that has the NAND permissions patch. If you don't have one already
then
use DOP and patch one of the IOSes with the NAND permissions patch.

I've used Trucha Bug Restorer using the walkthrough on Wiibrew.org, and
restored all
possible bugs which, IIRC, includes that patch. That should mean that IOS 38
now has
them, correct?

If you used TBR then IOS38 is not patched. TBR only patches IOS36 or 37.

If I selected the "install fakesigned IOS 36" option on DOP-Mii would I be able
to
install just the NAND permissions patch?

Just go into the IOS menu and select an IOS you want to path and install it into
another slot. IE install IOS 36 into Slot 136 with all patches, then use IOS
136.
Then you normal IOS36 will be exactly the way it is now.

Apparently just selecting the "install fakesigned IOS 36" option was enough.
While
installing it, it said it detected one patch already applied, but it seemed the
other two had not been. Whatever the case, I'm able to delete the stubs now. =)
