Enhancement : Add the new "version check" patch ! #21

Great news today ! 
I guess you're aware about this !
The new TBR 1.12 is out and in the changelog we can read :
"Added version check patching (this prevents error -1035 on downgrading 
titles)".

I immediately thought of cIOS installer and the error -1035 caused by STUB

I updated my Wii to re-put STUB 249 & 250 then I do a test to install cIOS 
without removing the STUBs with a patched IOS36 (DOP-Mii) and I had an 
error -1035.
After that I installed a patched IOS36 with the new patch from TBR 1.12 
and I was able to install correctly the cIOS without deleting cIOS.

So please, can you add this new patch on Dop-Mii v13 and release it 
soon :D <3
