Enable trace summaries to auto-update

• The trace summaries in the sidebar now auto-update as new spans become available for that trace. A trace that was marked incomplete will automatically update after its root span becomes available to fill in the missing information.
• A counter now tracks new traces that are available to view, with an option to refresh to see them.
