Describe the bug
When I am logged into the HR site https://colorado.edu/hr the article list block on the page overlaps the localist block and the edit gear is on the localist block. It also appears that the block design is not contained in the block but has extra padding on top and runs into the block above.
Expected behavior
I expected to see the block selection dotted line around the entire block on the localist block and content displaying correctly when I am logged in. The article list block has a block design applied and it should be within the confines of the block. The article list block editing gear should be on the right inline with the block title
