Site Manager role can't see other users #1291

When logged in as a site manager, the site manager should be able to see other site managers and other lesser roles - content editor, newsletter editor, form editor, form submission viewer, and should be able to manage these users/roles on the site.

Currently site managers can only see other site managers:

Haven't been able to reproduce this on local development boxes or on the developer sandbox.
