This is a feature I've missed and have had to add a whole other plugin to all my survival servers just to combat this exploit: A player can instantly tp away from danger with any teleport commands.
Please add a configurable delay & cooldown timer for teleporting, which would be cancelled by damage and movement. With it's own message to inform players why they didn't instantly teleport. Something like "Hold still and wait {time} seconds" or even just "Hold still to be teleported."
Note: this should NOT affect portals, those should always be instant.
