i hardcoded steamcmd.sh with an environment variable and that works for now
update: each time steamcmd starts it does an update and wipes steamcmd.sh so it never proceeds to launch the game. it's stuck in a loop.
i have set the variable in /etc/environment and rebooting now.
that didn't work either probably because amp doesn't login with pam.
i made a /etc/profile.d/steamcmd.sh and set it there. that worked but now i'm having other errors. i'm creating a new instance now and will see what happens.
You should be using AMPs CPx2 which handles this by itself.
I did a hack install on arch as there was no official support.
Please tell me more, how do I use CPx2?

If you're using an unsupported distro for aarch64 then you're on your own I'm afraid. We only support this kind of setup on Ubuntu and Debian.

Obtain CPU Frequency from ARM CPU for steamcmd's CPU_MHZ variable or allow way to manually set variable.
FWIW, I am using qemu binfmt to emulate i386.
