Games RCON commands from scheduler do not support spanish characters #662

System Information

Operating System (Including distribution name and version number): Debian 11
AMP version and build date (Always use the version number, 'latest' is not valid!): v2.3.4, built 16/06/2022 16:08
Which AMP release stream you're using (Mainline, Nightly or FastTrack): Mainline

[x] that I am using the latest available version of AMP.
[x] that my operating system is up-to-date.

Symptoms

What are you trying to do? Send timed messages via RCON messages to V Rising in game.
What are you expecting to happen? Get the following message: ¿Problemas con el servidor? Repórtalos en nuestro Discord:
What is actually happening? ('Nothing' is not an acceptable answer!)

Reproduction

Create an RCON message with the scheduler using ¿ ¡ ó í ú é, etc.

I believe this is definitely an issue somewhere on AMP, as we can see if I use mrcon tool, it sends correctly:

It easily could be PicoRCON which is what AMP uses. Made by CubeCoders.
