POT: Address impact of engine changes #761

The change to the handling of the Game.ini is due to the game engine now choking on using ini command line arguments, and POT stripping most settings when started. It will mean however that manually created entries for AllowedCharacters and ServerAdmins will need to be re-entered into the AMP UI. Soz
