Fire charge isn't checked by blockplace #33

I found everyone on my server able to use fire charges (set fire to stuff), even the ones who should not be able to do so. I used WorldGuard's blacklist to completely block the item from my server, but I would like to see it functional again =)

This is pretty much everything to report, so Viller out.

You can use the item prevention for that.
