Changes related to assigning a farm to a cluster, functionalities provided are,

[x] Create, view, and edit a cluster
[x] View the available list of clusters
[x] View farms in a cluster
[x] Create, view, and edit a farm in a cluster
[x] Assign an existing farm to a cluster
[x] Create, view, and edit a commodity
[x] View the available list of commodities
[x] Make Address Model accept local government address
