Separating and renaming Tests #177

Hi, I've split the unit tests from most of the packages. Naming is Tests-foo due to some messiness with the category names.

I haven't touched the packages in CompatibilityPackages since they look like they need special treatment, and I haven't changed BaseImageTests since I don't know if you want non-package tests renamed.

WebClient has two sets of tests, one for WebClient itself and one for SSL/TLS support (which should be separate I think)
