Move list of PackageDownloader packages to Cuis main repository #259

I'd like to move the list of packages that the PackageDownloader tool uses from my personal account to this repository. It think it is the right thing. Thanks.

I'd also like to move the other file with list of packages that the PackageDownloader tool uses from here: https://bitbucket.org/mmontone/cuis-smalltalk-packageinstaller/downloads/packages.json

I'm thinking to Cuis-Smalltalk-Dev github releases, but I welcome other ideas where to put it.

cuis-packages.csv is the list of packages and urls used to build the final packages.json file that is downloaded by PackageDownloader.
