Pullups only take after reboot #32

On a fresh install of Raspbian/Raspberry Pi OS the pullups set do not take effect until the pi is rebooted.

There is likely a way to fix this - investigate and resolve if possible :-)

This might be related to PIGPIOD not being fully installed/running until a reboot - so might be outside of scope of this project to fix, will check on another fresh install of Raspberry Pi OS and will report back here.
