Clientside muzzle smoke effects not respecting client's Arc9 smoke settings. #40

I currently only have a 1070, and so I disabled clientside muzzle smoke effects via Arc9's settings. Unfortunately smoke effects still occur, regardless of settings, and tend to drop a lot of frames when shooting.
