Add Aileron/Elevator/Rudder rates for the plane #69

There's some mention of the planes surfaces being too sensitive. Whilst people could be more gentle on the sticks, it seems like putting in a simple rate option would be a good idea. I'll implement it so that the current flight characteristics are equivalent to 100% and then people can dial this back as they want to

Have made the necessary changes to get the rates into the single-player version. I just have to make all the different changes to get it into the online part.

Done, implemented on multiplayer now as well
