Create a new level (or levels) to fly in - investigate using an extension of current area #89

This seems to be the most popular of requests for the new features. I'm not sure right now if I want to extend the current area or make multiple smaller levels that are different. Will need some experimentation to see how well machines can handle larger areas with more content in place.

I've decided to make a new separate city level. There's a few changes that need to go in - instead of weather effects, this is going to work better keeping the usual sun and changing to specific times of the day (which will make the city light up) Obviously the previous car/plane chases won't work. I've already made some new plane chases (dropping the speed option though as the tolerances around the building are too tight) I still need to make the car chase routes, tidy up the UI and once all that is done make the area available in the online game.

Marking as done, City is in single-player game with different times of day and drone vehicles to chase. It's also in the online game, but at this point, I'm not including time of day effects. Obviously, there's a slight rewrite to the online menus to accommodate different levels.
