Should we have a point marking guidelines or point system/ trey and get some judges to choose the winner.

Should there be any limitations?

For example must be able to be trained or compiled in a time limit on another machine to show reproducibility
Topic restriction you can only work with txt /audio/image data
Well have to find a good balance between open and closed questions.
