Poll proximity sensor a couple seconds after the screen off state is entered. If the sensor is triggered, turn off the lights even if the passive effect is set to run while locked.

May not be practical as the phone could also be face down. Would potentially need to check the gravity sensor as well

Razer Phone 2 also has a pressure sensor which might provide useful data
