Add TimeUnitTypeEnum to Controlled Vocabularies #154

We should consider adding an enumeration of time unit types, which could be used in the 'units' property of the cybox:FrequencyType, as well as in other places. Here's an initial list of potential entries for this enumeration:

We can create the enum as a controlled vocabulary and set the units attribute to use it for v2.1. In a future release we can change 'units' to an element so that it uses the same controlled vocabulary implementation as the others.

This would break backwards compatibility with existing content, since it would have to align with the enumeration. As such, we should move it out to 3.0.
