UI and Package improvements

Key Changes

• [UI] Using metascraper server from @CyberCRI/ilearn-opts we now show open-graph metadata on resource cards
• More localisation in french (although it only works in extension context at the moment)
• Completely rewritten implementation of Concept Suggest component
• Better sorting, searching, and filtering for both Suggested tags and Resource View
• "Pills" for small reusable components with fine control
• Switch to storybook for docs. The earlier docz package, while super cool, was a pain to write because of the limitations in mdx format
• Improve CSS performance on dashboard

Chores

• Remove unused or obsolete components and modules.
• Finer control over http requests to api server
